Project Description:

Bothrops caribbaeus is an endemic, threatened and endangered species. The grantee has received a Planning Grant to develop a Species Conservation Plan which is the first step in protecting the species from extinction. The grant will also assist the grantee in writing the Full Grant Proposal for undertaking work which will get the species protected under the Wildlife Protection Act of Saint Lucia and placed on the IUCN Red List.

Project Results:

The main purpose of this PG was to assist the grantee in understanding the situation as it relates to the endemic species Bothrops caribbaeus (Fer de Lance). The grantee was able to work in partnership with the Forestry Department in the Ministry of Sustainable Development, Energy, Science, and Technology, the Durell Wildlife Conservation Trust and Flora and Fauna International.

The grantee was able to undertake significant primary research, convene several meetings, as well as a 2-day stakeholder workshop to prepare a National Management Plan for the species.

During project implementation the following reports and documents were prepared:

(i) Saint Lucia National Trust (2014) Report on Stakeholder Consultation for the development of a Management Plan for Saint Lucia’s Fer de Lance (Bothrops caribbaeus).

(ii) Joanna Octave-Rosemond, Shirlene Simmons and Matthew Morton (2014) Background Material on the Saint Lucia Fer de Lance and the Treatment of snake bite: Information from Expert Interviewees. Report to the Saint Lucia National Trust, the Saint Lucia Forestry Department and the Durrell Wildlife Conservation Trust.

(iii) Morton, M. N., Daltry, J. C. and James, A. (2014) A management plan for the Saint Lucia Fer de Lance. Report to the Saint Lucia National Trust, the Saint Lucia Forestry Department, Fauna & Flora International, Durrell Wildlife Conservation Trust and the GEF Small Grants Programme.

Economic Impact: Two Consultants/Facilitators were employed (one man and one woman) receiving a total of XCD$5535 (US$2050), with the woman receiving XCD$810 (US$300) and the man XCD$4725 (US$1750).

Capacity Development: Three men and three women were trained in survey administration.

The following were the lessons learned by the grantee:

(i) Effective Communication is a basic and critical requirement when project teams comprise of a diversity of agencies with different expertise.

(ii) The approval of a Project Management Matrix by all parties from project inception is an effective way to manage project activities, tasks and responsibilities throughout the project cycle.

(iii) Projects requiring a high level of specialization, require a contingency list of experts to avoid delays when persons become unavailable.

A FG Project Proposal was prepared and submitted to the NSC for review and approval. The project was approved for implementation
